Contemporary Artificial General Intelligence (AGI) architectures—including Monte Carlo Tree Search (MCTS), deep convolutional/transformer networks, and scalar world-model agencies—rely on commutative statistical learning, Markovian path-independence, and smooth Euclidean optimization. Simultaneously, efforts to port cognitive topologies across physical hardware substrates and to secure autonomous systems via Zero-Trust architectures fail under high-entropy non-commutative perturbations. In this paper, we synthesize and rigorously elevate five foundational AI, cognitive-porting, tensor-funnel, and security architectures—including the Quantum-Holographic Self-Consistency Network (QHSCN, D_RNS = 512)—into a single deductive framework: the Non-Commutative Superintelligent Agency and Security System (NC-ASIS), anchored directly in our 71-page ZFC Master Reference Monograph (Lee, 2026, DOI: 10.5281/zenodo.23486681) [1] and the twelve Post-Millennium Emergent Mathematics and Physics frameworks [2–12]. Formulating agency states, cognitive attractors, and security observables as non-commutative operators on the Takesaki Type II₁ factor (ℳ_ground, τ_ground) and Fractional Sobolev–Colombeau Quotient Algebra 𝒢^α(Ω) governed by the universal quadruple 𝔘 = (𝒯_0x8A2C, 𝐂_UPTC, η_friction, ϵ_SHID), we establish six core axioms (NC-ASIS-1 through NC-ASIS-6) and prove six fundamental theorems: (1) GUE Spectral Rigidity of Riemann Zeta Zero Oscillators and Asymptotic Decoherence of Commutative Markov MCTS; (2) Clarke Subdifferential and Riemannian–Cartan Operator Gradient Metamorphosis across Non-Differentiable PUCT Cusps; (3) Non-Equilibrium Cognitive Flux Conservation, Lie–Torsion Holonomy, and Exact Isomorphism between Complex Torsion Flux ΔΦ_torsion and Integrated Information Φ^IIT; (4) Completely Positive Trace-Preserving (CPTP) Kossakowski–Lindblad Hardware Porting and Exact Preservation of Persistent Homology Betti Numbers (Δβ_k = 0); (5) Analytical Derivation of the Critical Torsion Phase Transition τ_crit ≈ 1.0060, 9-Stage Binary Tree Decoherence Reduction (log₂ 512 = 9), and O(1) Constant-Time Phase-Locked Intrusion Annihilation in QHSCN (D_RNS = 512); and (6) Tarski–Löb Kernel Protection 𝒦* and Lifetime Statistical Safety (≤ α_global) via Basel Martingale e-Values. Complete Python numerical verification is provided in Appendix A.
