Occupational health and safety risk assessment (OHSRA) is a critical activity to identify and analyze the risk of occupational hazards for ensuring the safety of workers, and then take measures to control occupational risk at a tolerable level. In this study, an improved OHSRA model based on consensus analysis and the measurement of alternatives and ranking according to compromise solution (MARCOS) method is introduced to assess and prioritize the risk of occupational hazards under linguistic D numbers (LDNs) environment. First, the LDNs are employed to express the uncertain or hesitant risk assessments of occupational hazards provided by experts. Second, an improved minimum conflict consensus method (MCCM) is adopted to coordinate the conflict opinions among experts considering their conflicting degrees. Then, the MARCOS method is modified to determine the risk ranking of occupational hazards. Finally, an illustrative hospital-based application focusing on medical staff occupational hazards is presented to show the implementation procedure of the proposed OHSRA model. Sensitivity and comparative analyses are further conducted to examine the robustness of the results within this specific application context.
