SCQG paper 23 of 28. This paper derives the low-energy Einstein equation in Semantic Commitment Quantum Gravity (SCQG) and specifies the physical sources and causal evolution that accompany it. On reversible local causal horizons, entropy proportional to area and the heat balance determine a positive gravitational coupling. The source is the stress-energy of the matter, screens, anchors and control systems included in the model. Each physical contribution is counted once. The paper describes corrections caused by finite resolution, memory, nonlocal response and retained higher derivatives. Their divergence is tied to energy and momentum exchanged by the selected sources. The evolution equations include memory and preserve the gravitational constraints under the stated conservation, regularity and boundary conditions. Stress fluctuations determine a positive covariance, which is carried through the causal response to metric fluctuations. Finite charged examples calculate energy, pressure, expansion and metric fluctuations from the same packet, controller, battery and clock preparation. Directional metric variation determines anisotropic stress. Transport estimates relate separation, propagation accuracy, time and finite resources. Local momentum balance specifies the recoil or interaction-energy transport required by a local source realization. The paper compares horizon, Newtonian, gravitational-wave and cosmological determinations of the coupling at one physical scale and source normalization. Its final results give quantitative bounds on departures from the Einstein equation and state the convergence conditions under which the metric approaches an Einstein solution.
