In the Standard Model of particle physics, the charged lepton masses (electron, muon, tau) are parameterized by arbitrary, disparate Yukawa couplings spanning more than three orders of magnitude. Despite this empirical tuning, their experimental pole masses satisfy the empirical Koide invariant, Q = Σm / (Σ√m)² = 2/3, to parts in 10⁵ without a recognized dynamical explanation. In this paper, we demonstrate that the charged-lepton spectrum emerges naturally as the Ultraviolet (UV) Confinement Branch of the invariant chronokinetic velocity ledger, v² + T² = c², where T ≡ c(dτ/dt) = c/γ represents the rate of proper-time progression. Confining an electric charge within its Compton wavelength demands internal kinematic velocity circulation. By the Gordon current decomposition, intrinsic spin polarization rigidly pins internal rotor circulation to the transverse equatorial plane, forming a spin-locked measurement stator. The three physical generations arise as the stationary eigenmodes of an equilateral Z₃ harmonic partition (120° phase separation) on the internal velocity circle, rotated by an intrinsic chiral shear phase: δ ≈ 0.22227 rad ≈ 12.735° ≈ 2/9 rad This shear is derived analytically from the boundary condition of electron mass suppression at the edge of spatial confinement. Furthermore, we resolve why sequential generations strictly terminate at three. In this ultraviolet regime, rest mass consumes available proper-time progression (T → 0). Longitudinal electroweak gauge couplings force heavy lepton decay widths to scale cubically (Γ ∝ m³). We define the kinematic coherence parameter: κ ≡ τ_decay / T_cycle and prove that κ drops below unity at m* ≈ 700–750 GeV. Beyond this threshold, an internal cycle cannot complete before electroweak decay occurs, strictly prohibiting a fourth stable on-shell charged lepton generation. These results demonstrate that the lepton hierarchy and the three-generation boundary are geometric consequences of spacetime velocity capacity limits. Key Summary Points (For Notes or Record Keeping) Dynamical Origin of the Koide Invariant: Derives $Q = 2/3$ from the equilateral Z₃ (120^∘) geometric partition of the unit velocity circle. The Chiral Shear Phase δ: Establishes δ ≈ 12.735^∘ ≈ 2/9 rad as the fundamental coordinate shear of the charged stator (which later feeds directly into Paper 5 to yield sinθ₁₃ = sinδ/√2 ≈ 9.0^∘). Gordon Current Spin-Locking: Shows how the Foldy–Wouthuysen and Gordon decompositions constrain internal velocity circulation to the transverse equatorial plane ($xy$-plane), transforming the particle into a pinned gyroscopic stator. The Three-Generation Cutoff: Proves that cubic decay scaling (Γ ∝ m³) forces the kinematic coherence parameter κ = τdecay/Tcycle < 1 above 700--750 GeV, mathematically forbidding a fourth sequential generation.
