This research, conducted in Cebu City, Philippines, for the degree of Master in Public Administration, explored the dynamics of police-community relations with the goal of identifying strategies to enhance trust and understanding. The study utilized a mixed-methods approach, combining quantitative surveys administered to a diverse sample of residents and police officers with qualitative interviews and focus group discussions. The research sought to uncover the root causes of public distrust, evaluate existing police-community initiatives, and identify best practices for fostering cooperation. The findings revealed a significant disconnect between the public's perception of police and the officers' self-perceptions, often stemming from communication gaps, a lack of transparency, and inconsistent application of community-oriented policing principles. Key issues identified include the need for improved police accountability mechanisms, enhanced cultural sensitivity training, and the creation of more accessible platforms for citizen feedback. The study concluded that successful police-community relations are built on a foundation of mutual respect, consistent engagement, and shared responsibility. The research culminates in a Roadmap for Strengthened Police-Community Relations, a comprehensive and actionable output designed to guide policymakers and law enforcement agencies. This roadmap outlines a phased approach, including: a) Policy reforms to institutionalize community policing; b) Training and development programs focused on de-escalation, cultural competence, and communication skills; c) Technological integration to improve transparency and citizen reporting; and d) Community partnership initiatives to co-create safety solutions. The roadmap serves as a practical blueprint for building a more collaborative and effective relationship between the police and the communities they serve in Cebu City and beyond.
