Electronic storage of health records enhances accessibility and facilitates more effective treatment. However, it also introduces cybersecurity risks, data breaches, and vulnerabilities associated with centralized storage.Existing blockchainbased Electronic Medical Record (EMR) solutions struggle with scalability, high storage costs, and inefficient access control. This paper proposes a decentralized EMR management framework that integrates IPFS, blockchain, and AES-256 encryption to enhance security and efficiency. In this approach, AES-256 encrypts medical records before storing them on IPFS.In contrast, only the Content Identifier (CID) is recorded on the blockchain, reducing storage costs and ensuring tamper-proof access control.Smart contracts regulate access, allowing only authorized users to retrieve and decrypt records securely. Results show that the proposed approach offers improved security with minimal overhead and resilience against certain attacks.
