In the context of the transition to a closed-loop economy, the issues of effective management of production and consumption waste are becoming increasingly relevant. This study aims to analyze the functioning of the secondary resources and secondary raw materials management system in the Russian Federation, based on data from the federal statistical observation, form № 2-TP (waste) and № 1-VS. The study examines the key criteria for the effectiveness of the secondary resources management system. It also analyzes data on the production and use of secondary raw materials. The research methodology includes the analysis of statistical data for 2019–2024, the calculation of the efficiency criteria of the secondary resources and secondary raw materials management system (existing capacity, effectiveness, unclaimed resource, overall efficiency, accumulation, disposal, and storage of unclaimed resource), as well as the analysis of the main types of secondary raw materials and products produced using them. The main results show that 99,2 % of the generated waste is a secondary resource, but the efficiency of its use is unstable, especially for overburden rocks. The study aims to provide a comprehensive assessment of the functioning of the secondary resources and secondary raw materials management system system and identify the factors that hinder the development of a closed-loop economy. The results of the study highlight the need for modernization of waste processing technologies and improvement of the reliability of statistical reporting №1-VS.
