This paper analyses 60 tourism consumption policy text, constructing a three-dimensional analytical framework of ‘policy structure-policy instruments-policy effectiveness’. Using content analysis method and the PMC index model, the study examines the structure characteristics and evaluates the effectiveness of these policies. The findings reveal that China's tourism consumption policies are relatively diverse, involving a broad range of policy-making subjects. However, this diversity also highlights the absence of core foundational documents for tourism consumption and underscores the need for enhanced inter-ministerial coordination. Policy instruments are categorized into environmental, demand-side, and supply-side dimensions. There is an imbalance among these three types of policy instruments and their subcategories, with a heavy reliance on environmental policy instruments. The average PMC index score for ten representative policy documents is 7.26, indicating overall excellence. However, significant variations in index scores across individual policies suggest areas for improvement.
