This preprint presents a normative/conceptual study in the domain of manufacturing systems engineering, examining the governance architecture and evolutionary pathway of AI Autonomous Governance Factories (AI-AGF). Building upon the author's prior research on AI-AGF, this paper systematically outlines a six-stage evolutionary chain and characterizes the ultimate stage—the "Final Form of AI Autonomy": upon maximum human authorization, the AI can autonomously apply for factory sites, execute Greenfield factory construction, and achieve semi-open economic self-sustainability. Drawing on Transaction Cost Theory and Ostrom's self-governance principles, the paper demonstrates the territorial rules of AI-AGF as a "controlled socio-technical unit," critically examines the limitations of its "algorithmic hyper-rationality," and establishes the non-transferable bottom line of human meta-governance. The study provides a novel pathway for the systematic deployment of physical AI, transitioning from execution autonomy to governance autonomy. Research positioning: This is a conceptual and normative study intended for subsequent journal submission. It constitutes a substantially extended and distinct work that builds upon, but does not duplicate, the author's three prior engrXiv preprints (DOI: 10.31224/7440; 10.31224/8054; 10.31224/8191). AI disclosure: AI tools were used solely for language polishing and translation assistance. The core theoretical framework, argumentation structure, and figure design are the author's original work.
