This White Paper proposes Constraint Physical Computing (CPC) as a candidate architecture for External Semantic Authority over Artificial Superintelligence (ASI), separating increasing computational capability from independently authorised consequential effects. It develops a compact Hamiltonian encoding for bounded-local declarative constraints and a conditional represented-to-concrete safety theorem. Concrete harm exclusion requires independently established complete mediation, sound transition refinement, semantic adequacy, and protection of human authority. These premises are not established for unrestricted ASI. The paper reports a bounded classical CPC–Shor hardware milestone using a Lattice iCE40UP5K FPGA and RP2040 Pico: three seeded SEED–PROB pairs, six oracle-exact response frames, and 132 received 16-bit response words. A separate software simulation recovers the factors of N = 15. Neither constitutes physical quantum order finding or demonstrated ASI containment. The proposed research programme specifies independent security validation, adversarial testing, physical constraint execution, native quantum computation, and comprehensive resource accounting. It distinguishes established mathematical results and classical hardware evidence from open scientific and engineering objectives.
