This document presents a comprehensive mathematical framework exploring the transition from simple chaotic collisions to complex self-organizing networks. We investigate the synergy between adaptive topological diffusion, non-Markovian memory kernels, and local variance to produce stable Chimera states. We mathematically confirm the presence of chaos using the Maximum Lyapunov Exponent. Crucially, we introduce the AMDCF Turbulence Flux Law, a novel formulation that generalizes classical Fickian diffusion for highly turbulent regimes. Applying this law to plasma physics, we demonstrate the spontaneous emergence of Internal Transport Barriers (ITBs) through the dynamic interplay between suppressed diffusion and memory feedback. Furthermore, spectral analysis (PSD) confirms a structured energy cascade (P(f) ∝ f-α), validating the physical realism of the simulated turbulence. This new law opens profound future horizons: it provides a robust mathematical foundation for modeling anomalous transport in fusion reactors, predicting critical tipping points in climate and financial networks, and understanding nonlinear energy transport in complex dynamical systems. By bridging microscopic memory effects with macroscopic network dynamics, this framework establishes a universally applicable tool for complex systems analysis and nonlinear engineering.
