We present a rigorous theoretical framework accounting for the generation of isolated ultra-high-energy (UHE) PeV-scale cosmic neutrinos via relativistic neutron star magnetospheres. Operating near the crust-breaking rotation limit (Ω 700 Hz), centrifugal forces confine an extreme baryon plasma into a dense equatorial current sheet. Magnetic reconnection drives hard hadronic collisions, generating a transient neutral pion population explicitly derived as nπ⁰ ≈ 10²⁶\,cm⁻³ from first-principles rate equations. Relativistic time dilation (γ ~ 10⁶) stabilizes these mesons, permitting stimulated emission (α 10²\,cm⁻¹) along a frame-dragged geodesic path to form a mirrorless gamma-ray laser precursor. Upon intersecting extreme magnetic gradients near the frame-dragging-modified Light Cylinder (B ≈ Bcrit), this coherent photon needle undergoes loop-level strong-field quantum electrodynamic (SF-QED) electroweak conversion (γ → νν̄) via virtual lepton exchange and neutral weak currents. We derive the complete kinetic master equations, finite optical depths, and predicted IceCube differential flux spectra normalized against observed magnetar giant-flare population statistics, providing a robust physical resolution for transient, single-event PeV neutrino detections.
