Large Language Models (LLMs) and cyber-physical control systems deployed in mission-critical environments present severe operational risks due to stochastic hallucinations, non-deterministic drift, and a lack of hard formal safety guarantees. Concurrently, theoretical breakthroughs in harmonic analysis -specifically OpenAI’s 2026 proof of Sogge’s local smoothing conjecture for the Euclidean wave equation (n ≥ 2) - have established continuous analytical bounds on wave focusing and energy concentration in Lp Sobolev spaces. In this monograph, we present a unified Data Physics framework bridging continuous Sobolev local smoothing with the discrete Layer 0 Invariant State Matrix (L0-ISM) architecture. We formalize the Helical Venturi Operator (Φv), which dynamically constricts logit sampling spaces based on Shannon entropy H(Pt), and map continuous boundary conditions onto a symmetric 19-state bounded lattice S ∈ {-9, ..., 0, ..., +9}. Using an embedded Satisfiability Modulo Theories (SMT Z3 / CP-SAT) formal solver, we prove that quantized state trajectories can be formally verified in sub-millisecond latency (<0.35 ms). Any physical invariant violation or boundary saturation (|si| ≥ 9) triggers an immediate, deterministic hardware-level -999 HARD_STOP interdiction. We demonstrate that L0-ISM provides an unbreachable safety envelope for real-time AI and critical infrastructure (e.g., mCDU cooling loops), eliminating matrix-lag and replacing soft prompt heuristics with mathematical certainty.
