The circulation of counterfeit AQUA-branded bottled water gallons in Pinang District, Tangerang City, has caused losses to consumers, both economically and in terms of health. This counterfeiting practice is carried out by refilling used gallon containers with water that does not meet hygiene standards and marketing it as an original product. Such conditions potentially violate consumers' rights to safety, comfort, and security in consuming goods as stipulated in Law Number 8 of 1999 concerning Consumer Protection and Law Number 17 of 2023 concerning Health. This study aims to analyze legal protection for consumers, as well as the legal remedies and responsibilities of business actors regarding the circulation of counterfeit AQUA-branded bottled water gallons. The research employs a normative juridical method using statutory and conceptual approaches, supported by secondary data and primary data obtained through interviews. The results indicate that consumers are entitled to legal protection, compensation, and dispute resolution mechanisms in accordance with applicable laws and regulations. Business actors who distribute counterfeit bottled water gallons may be held liable under civil law. This study concludes that legal protection has been adequately provided; however, its effectiveness requires stronger supervision, consumer education, and stricter law enforcement to prevent the recurrence of counterfeit products in society.
