The article analyzes the concepts of “control” and “supervision” through the prism of the constitutional norms of the Russian state and taking into account the interpretations contained in the dictionaries of the Russian language, as well as their use in federal laws. The absence of definitions of “control” and “supervision” fixed in regulatory legal acts allowed for the mixing of these essentially different terms, which led to a defect in modern Russian legislation, which created difficulties in understanding these words in legal acts and introduced confusion into the functioning of the relevant bodies with powers of control and/or supervision. The study resulted in formulated proposals that make it possible to bring federal legislation in line with the principle laid down in the Constitution of the Russian Federation, as well as to restore order in the activities of federal government bodies, eliminating the mixing of control and supervision functions.
