The Federated Intelligence Platform (FIP) is an open reference architecture for operational data intelligence in regulated industries — healthcare, pharmaceuticals, financial services, and the public sector. Proprietary operational intelligence platforms have proven the value of unifying enterprise data under a semantic ontology and operationalizing it through AI, but they are closed, costly, and lock the enterprise’s ontology into vendor runtimes. FIP delivers the same category of capability — a unified semantic layer, operational AI, and governed decision automation — using open standards, open table formats, and composable components the enterprise owns outright. Its central architectural commitment is federation: data remains under its owner’s jurisdiction and control while intelligence moves to the data, through open data fabrics, federated query engines, privacy-preserving computation, and federated machine learning. This paper defines the five-layer FIP reference architecture, maps it to compliance regimes including HIPAA, 21 CFR Part 11, GDPR, SOC 2, SR 11-7, and the EU AI Act, and presents two reference implementations: a lakehouse-native blueprint and a fully open-source / sovereign blueprint.
