Road infrastructure is an important asset for community mobility and economic activity, so structured management of road-condition data is required by the managing agency. At the Road and Bridge Management Technical Implementation Unit (UPTD) of Service Area III, West Java Province, data processing was previously carried out semi-manually through printed documents and scattered spreadsheets, which could cause data duplication and slow down searching and report recapitulation. This study aims to design and build a web-based road data processing information system. The study uses a descriptive quantitative approach. System requirements were identified through a documentation study of road data management and a literature review, then translated into UML designs consisting of a Use Case Diagram, Class Diagram, and Activity Diagram. The system was developed using the Waterfall method with Laravel and MySQL. Implementation data were analyzed descriptively through tabulation, counts and averages, and percentages; functional testing was conducted using Black Box Testing. The system provides road-segment data management, recording of condition surveys and damage together with photos and coordinates, a statistical dashboard, role-based access control, location links through Google Maps, and PDF and Excel report export. In a trial covering 21 road segments with a total length of 287.5 km and 49 damage points, testing of 16 scenarios showed 16 valid scenarios and no invalid scenarios, a success rate of 100%. These results indicate that the tested functions operate according to the expected outputs. However, the results are limited to functional testing and do not yet prove security, performance, load, or usability aspects.
