The article analyzes the legal nature of the prescription (order) as a measure of administrative coercion within the system of state control (supervision) in education. The relevance of the study is determined by the 2024–2025 reform: Federal Law No. 540-FZ of 28 December 2024 singled out the institution of the prescription into an independent Article 90.1 of Federal Law No. 248-FZ of 31 July 2020 and introduced a new conciliatory mechanism, an agreement on the proper elimination of violations. Federal Law No. 567-FZ of 29 December 2025 adjusted the conditions of its application. The author examines the correlation between the prescription and the warning, as well as the special measures under Article 93.1 of the Federal Law “On Education in the Russian Federation”, and analyzes the 2025 law-enforcement practice of Rosobrnadzor and the 2021–2022 case law of commercial courts on challenging prescriptions. Problems identified include the uncertainty of criteria distinguishing a warning from a prescription and the lack of sector-specific adaptation of the settlement-agreement mechanism to educational organizations. Proposals are formulated for improving legal regulation and enforcement practice.
