This research systematically analyzes the deep structural transformations, comprehensive economic reforms, and long-term development trajectories implemented in independent Azerbaijan between 1993 and 2003 under the visionary leadership of National Leader Heydar Aliyev, within the context of sustainable development, ecological economics, fiscal regulation, and resource management. Based on official statistics, archival documents, empirical data, and macroeconomic evaluations, this study thoroughly assesses the global paradigm shift initiated in the oil-gas and energy sectors by the "Contract of the Century," the stages of formation of the national energy strategy, and its direct impacts on institutional stabilization, the gradual diversification of the non-oil sector, and modern investment mechanisms. Simultaneously, the paper scientifically substantiates the measures taken through the establishment of the State Oil Fund toward preserving national wealth, ensuring fair intergenerational distribution, and preventing "Dutch disease" risks. The findings convincingly demonstrate that the pragmatic state policy pursued during this historical period successfully neutralized the severe socio-economic crises of the post-independence years, establishing a solid macroeconomic and legal foundation for long-term progress and ensuring the efficient optimization of national resources.
