This paper answers a practical question: what could re-establish democracy? It answers with a program, not a lament. The program has : . two layers — named signers(architecture that makes accountability auditable) and . continuous organizations (forms that hold the signer accountable on a timescale that does not wait for an election) — and . five observable gates that measure whether the program is working. The paper's diagnosis is compressed from five companion papers: every self-authorizingsystem in AI, markets, and the state is the same system — one that has removed the signer and called the removal progress. The remedy is not a better root. It is a named root and an organized constituency that holds it. The federal layer is not the lever. The program runs at the sub-national, enforcement, andcontinuous-clock layers, where capture is thinnest and the feedback loop still closes. The five gates are the paper's spine: each is observable, each is falsifiable, and the most likely outcome is that Gate 1 fails. A program that does not name its most likely failure is aprophecy, not a program.
