The study examined the role of the Community Development Fund (CDF) in empowering Small and Medium Enterprises (SMEs) in Chipata District, Eastern Province of Zambia. The research focused on how CDF contributes to economic growth, poverty reduction, and business development among SMEs. Using a mixed-method approach, the study collected both qualitative and quantitative data through interviews, focus group discussions, and questionnaires administered to 100 SME owners. The research aimed to assess the effectiveness of CDF support, the challenges SMEs face when accessing the funds, and the impact of the funding on business performance and community development. It also evaluated whether the CDF program aligns with the National Development Plan and the Sustainable Development Goals (SDGs). The findings revealed that CDF empowerment has positively contributed to the growth of SMEs by providing financial support that helps businesses expand and improve livelihoods in Chipata District. Many SME owners reported improvements in business operations and income levels after receiving the funds. However, the study also identified several challenges affecting the effectiveness of the program, including limited access to information about the fund, bureaucratic delays in the application process, and cases of corruption. Despite these challenges, the research concluded that CDF remains an important government initiative for supporting SMEs and promoting community development.
