The article develops a methodological approach to establishing a system of indicators for the institutional resilience of the national economy. This approach aligns the functional parameters of shock absorption, adaptation, recovery, and transformation with the institutional and economic channels through which they manifest. Unlike general assessments of economic resilience, this study focuses on the capacity of formal and informal institutions to ensure the continuity of economic coordination, the adjustment of rules, and the reproduction of economic linkages. The author offers an eightcomponent system comprising 24 candidate indicators; these are categorized based on the nature of their institutional impact, data availability, and functional purpose into the following eight components: institutional-regulatory, macroeconomic, financial, social, innovationtechnological, investment, external economic, and managerial. There is a two-level assessment procedure: the construction of sub-indices for each component, followed by an analysis of their contribution to the four resilience parameters. The article outlines the principles for normalization, weighting, the prevention of double counting, and sensitivity analysis. The study notes while official statistics from the State Statistics Service of Ukraine allow for the assessment of many economic manifestations of resilience, they do not provide a sufficient information base to directly measure the rule of law, regulatory predictability, or the quality of inter-agency coordination. Consequently, the methodology must integrate statistical, administrative, and international institutional indicators, while explicitly accounting for their methodological differences. Under martial law, particular importance is attached to ensuring territorial and temporal comparability, avoiding the treatment of missing values as zeros, and analyzing the sensitivity of aggregate results to changes in the set of indicators. The necessity of accounting for territorial comparability and missing data during martial law is substantiated. The proposed toolkit is intended for further empirical testing using data from Ukraine.
