This preprint is a research report for an IoT-based environmental monitoring and alert system for homes, schools, offices and laboratories in Rwanda. The system will use an ESP32 microcontroller, a DHT22 sensor for temperature and humidity, and an MQ-135 sensor for air quality. The ESP32 compares the readings with set limits. It shows the results on a 16x2 LCD screen and sends them by Wi-Fi to a database and a web dashboard. It also turns on coloured LED lights and a buzzer when conditions are unsafe. The proposal explains the problem, the literature review, the system design, the tools and a testing plan. The system has not been built or tested yet, so this document has no test results
