Mobile money has significantly expanded financial access in Uganda since 2009. This systematic literature review synthesises evidence from 28 studies (2015–2025) on the relationship between mobile money adoption and financial inclusion, following PRISMA 2020 guidelines. Findings show that mobile money improves access to payments, savings, and remittances, especially in rural areas. However, high transaction costs, network challenges, digital illiteracy, and gender disparities limit deeper usage. Ownership does not automatically translate into active or productive use of credit and insurance services. The review identifies key research gaps and offers recommendations for policymakers, mobile network operators, and researchers to promote more inclusive and meaningful financial inclusion in Uganda.
