Despite growing recognition of health system resilience as essential to protecting health and ensuring continuity of care during shocks, there is limited agreement on how to measure and strengthen it in practice. Health systems are complex, and their capacities to respond to shocks vary across contexts and over time. A research initiated in 2021 to address this gap has evolved into the Resilient Health Systems Appraisal Measure (ReHSAM) project. ReHSAM addresses this gap by translating resilience concepts into 69 measurable indicators to inform policy and action. Following application in Sudan and Ghana, the project aims to expand multi-country testing, validate the measures, and build partnerships to integrate resilience into national planning and investment decisions through a Financing 4 Resilience initiative.
