Amidst the prevailing technological diversity, governments worldwide are integrating modern technologies into their administrative systems. AI and platformization have led to the emergence of agencies designed not only for broad regulation but also for the introduction of modern functions—representing a concentration of power, structural transformation, and a re-sponse to pressing challenges. To mitigate risks, governments must adopt AI technology while simultaneously acting as innovators and regulators. The UAE serves as an example of this reconfiguration, witnessing the for-mation of a new technocratic bureaucracy, the creation of new agencies, and the adoption of AI alongside the dynastic consolidation of strategic governance. Traditional risk management approaches face significant lim-itations in addressing dynamic and evolving threats. Artificial Intelligence (AI) has emerged as a transformative force, offering advanced capabilities in predictive analytics, autonomous risk mitigation, and real-time decision support.
