Grassroots governments are the core executive bodies in the grassroots governance system, and their response patterns in the context of dynamic accountability pressure are directly related to the effectiveness of grassroots governance. To explore the practical paths for grassroots governments to improve work efficiency and quality under dynamic accountability pressure, and to facilitate the systematic enhancement of grassroots governance capacity, this study takes the environmental governance actions in District J, City S as a case study. Through in-depth analysis, it refines an explanatory framework of "Dynamic Accountability Scenario — Response Pattern." The research indicates that the uncertainty of the dynamic accountability pressure scenario constitutes an external constraint, while the sense of responsibility of grassroots cadres forms an endogenous driving force. The interaction of these two factors gives rise to diverse forms of response patterns of grassroots governments, presenting heterogeneous behavioral logics. The study argues that the investigation of grassroots governments' response patterns should break through the limitations of traditional single-result-oriented research and shift towards a comprehensive and dialectical dynamic situational analysis.
