This narrative review examines the evidentiary standard under which cancer immunotherapeutics for dogs have been licensed in the United States and considers the implications for the Republic of Korea. Seven such biologics were identified from Center for Veterinary Biologics (CVB) records together with supplementary secondary sources. Three, licensed under 9 CFR 102.6 for solid tumors and documented in publicly available primary records, were analyzed in detail: a xenogeneic human tyrosinase plasmid DNA vaccine for oral melanoma, a live Listeria vector vaccine expressing a chimeric HER2 antigen for osteosarcoma, and gilvetmab, a caninized anti-programmed cell death protein 1 monoclonal antibody. All three entered the market through conditional licensure, which requires purity, safety, and a reasonable expectation of efficacy rather than demonstrated efficacy. On the publicly available record, none of the three licensing decisions was supported by a randomized or contemporaneously controlled pivotal trial. Their trajectories then diverged. The osteosarcoma vaccine was conditionally licensed in 2017 and discontinued by the sponsor in 2020; a later 118-dog trial found no improvement in disease-free interval or overall survival. The melanoma vaccine converted to a regular license in 2010 and remains licensed, although independent analyses have not reproduced a survival advantage. Its licensure record describes an uncontrolled 53-dog study in which a median survival time could not be estimated; reanalysis of the individual-level data published by United States Department of Agriculture (USDA) reproduces the reported value and shows that survival measured from first vaccination is shorter. Gilvetmab was conditionally licensed at least two and a half years before its supporting study appeared. Veterinary Services Memorandum 800.126, issued in 2020, has since specified study design for this product class but does not establish a scheduled mechanism for reassessing an efficacy claim after conversion to a regular license. Procedural changes that remain outstanding after that memorandum are identified.
