This document constructs the DC-NO.LW “Qi” System: a second-order meta-legal philosophy of notched registration and interlocking constitution. It is a second-order meta-theoretical technical specification, not a first-order legal instrument. The problem it addresses is as follows: legal science takes norms as its object, yet legal science is itself a normative production and measurement apparatus. Legal interpretation, legal application, legal doctrinal analysis, comparative law, sociology of law, law and economics, and other branches all perform some kind of measurement upon legal objects; every such measurement contracts the inferential space of legal meaning through discrete normative commitments and generates a residual that those commitments do not cover and that first-order methods cannot dissolve. The task of this document is not to offer a better method of legal interpretation or a first-order adjudicative scheme, but to establish an operable language of account and a framework of registration through which what does not enter the ledger of legal science may acquire a registration slot, falsification conditions, intertemporal attribution, and duties of disclosure. Methodologically, the document takes twenty meta-axioms LW-A0—LW-A19 as its kernel, supplemented by the extension domain LW-EX-A01—A06. It establishes a seven-axis meta-architecture, fifty-six paradigmatic theorems, a sixfold juridical Hidden Stratum Q0—Q5, a four-valued bearing axis Π0—Π3, three transversal dimensions X/Y/Z, three jurisprudential variables S_legis/C_legis/H_legis, and a dual table of the nine juridical tiers. It further conducts a full-scale incremental contrastive registration of global second-order legal and political theories in a uniform format. Its core innovations lie not in first formulation at the level of individual propositions, but in system integration at the apparatus, constitutive, and combination layers, which may be summarised in four points. First, the five senses of “Qi” link registration, recount, validation, constitution, and audit, while a three-layer convergence fixes the minimal unit of claim. The system sigil “Qi” takes the five senses “notching—notch-counting—tally-joining—interlocking—tally-auditing,” corresponding respectively to registration, recount, externalised validation authority, interlocking constitution, and external audit. The five senses are not a miscellany but a single chain from “notch” to “audit”: the system exists wherever the chain exists. At the same time, the three layers Qi-Core/Qi-Regime/Qi-Ledger converge. Qi-Core is the layer of the minimal unit of claim, locked to the five interlocked devices of LW-T-56 and the interlocking constitution of §3B, and does not expand; Qi-Regime is the layer of governance procedure, revisable while identifiers remain unchanged; Qi-Ledger is the layer of registration ledgers, open to accretion, while registration does not constitute resolution. The three layers may not be inferred from one another; in particular, the richness of the Ledger may not be used to assert the truth of the Core. Second, it advances an ontological definition of law with five requirements and determines constitutive non-law through interlocking constitution. Law is defined as “a device within the measurement domain of the human that renders encodable the not-fully-encodable residue of the normative aspect.” Five requirements determine “law’s becoming law”: the ontological requirement, the requirement of the Five Refutations, the requirement of coverage by the Nine Tiers, the requirement of encodability, and the requirement of the interlock totality. The first four are the material cause; the interlock totality is the formal cause; law actually exists only when both obtain. The interlock totality is further articulated into twelve constraint gears LW-CG-01—CG-12, three-tier interlocking LW-TL-1—TL-3, eight internal interlocks LW-IL-01—IL-08, eight internal–external interlocks LW-XL-01—XL-08, and four gates of legality LW-GT-01—GT-04. Failure of any requirement yields constitutive non-law. Here “non-law” signifies only failure of constitution; it signifies neither invalidity nor unlawfulness. Third, it establishes a load-bearing presupposition clause with eight presupposition-failure ports, bringing the basic presuppositions of the legal chain under technological impact into jurisprudential treatment. The document distinguishes “operational-level ports” from “jurisprudential-level ports”: the former ask what conditions an object must satisfy in order to enter the legal chain; the latter ask whether the basic presuppositions on which the legal chain operates still hold. A load-bearing presupposition is that which the normative text does not state but on whose holding the operation of the legal chain actually depends. When a technology causes a load-bearing presupposition to fail, the legal chain must complete three steps at the corresponding port: thematisation—residual registration—connection of substitute load-bearing. The eight ports are CG-04e/CG-06e/CG-09d/CG-09e/CG-05d/CG-09f/CG-03e/CG-06f, corresponding to computational feasibility, foreseeability, creative attribution, single-will attribution, real reference, bounded selfhood, presence of bearers, and exclusion from res nullius. Failure to complete the three steps constitutes constitutive non-law of the NL-11 presupposition-suspension type. NL-12 declaratory constitutive suspension is further established for the case in which a principle is declared to be a constitutive core yet is not connected as a testable constraint at the adjudicative or enforcement interface, and that non-connection is not registered as residual. Fourth, the five interlocked devices of LW-T-56 serve as the minimal indivisible unit of external claim. The five devices are: ① measurement-is-not (LW-A1/LW-OP-01); ② residual classification and migration (LW-A5/LW-OP-17); ③ the Station–legal-subject cut (Π0—Π3, §5.11.3.0); ④ the ultimate station of the Master of the Era (LW-OP-13, §5.11.3); and ⑤ accretion-only revision and identifier anchoring (§24.0). Each is a condition of the others: without ①, ② has no source; without ②, ③ has no residual to bear; without ③, ④ has no place to stand; without ④, the prohibition on filling by measurement has no ground; without ⑤, all claims may be retrospectively rewritten and lose their anchor. The detection of a precedent for any single device does not invalidate the other four, nor does it invalidate the interlocking relation; however, whether the combinatorial claim as a whole holds must be submitted to external adjudication and is not self-certified by this document.
