Land acquisition issues often delay toll road construction, affecting project completion and the surrounding environment. The Padang–Sicincin section of the Padang–Pekanbaru Toll Road project faces delays because land acquisition is conducted simultaneously with physical construction under the Final Technical Plan (RTA). This study aims to critically examine the land acquisition process, identify factors contributing to delays and their dominant impacts, and formulate appropriate mitigation strategies. A descriptive qualitative method was employed through literature review, interviews, and field observations. SWOT analysis was subsequently used to develop strategies for addressing land acquisition delays. The results indicate a strong correlation between the involvement of relevant agencies and the perceived importance of land acquisition activities. The proposed solution emphasizes the role of local government in bridging the interests of agencies responsible for land acquisition and indigenous communities as landowners. This collaborative approach is expected to minimize conflicts, improve coordination, and support timely project completion while balancing the interests of stakeholders and promoting sustainable infrastructure development
