The paper examines how the accounting and reporting of budget estimate execution in state higher education institutions of Uzbekistan is regulated and how far the national framework is aligned with International Public Sector Accounting Standards (IPSAS). The legal acts governing the area are arranged into a five-level hierarchy, and sixteen national Budget Accounting Standards (BAS) are mapped against their IPSAS counterparts. Fifteen of them have an international equivalent, yet the operational layer lags behind: the chart of accounts has no sub-account for unearned tuition, budget reporting forms carry no performance information, and the 2010 Instruction still follows cash-control logic. Three regulatory amendments and a sector-specific guidance for universities are proposed.
