Artificial Intelligence (AI) has emerged as an important technology for developing smart cities by improving urban services, resource management, public transportation, energy efficiency, environmental monitoring, and citizen services. The increasing population of urban areas creates challenges related to traffic congestion, pollution, waste management, electricity consumption, and efficient public administration. Traditional city management systems often depend on manual monitoring and separate information systems, which can limit real-time decision-making and coordination. This paper presents a structured review of AI applications in smart cities and proposes an integrated AI-based framework for intelligent urban management. The proposed framework combines the Internet of Things (IoT), machine learning, data analytics, cloud computing, and intelligent decision-support mechanisms to collect, process, and analyze urban data. It focuses on traffic management, smart energy systems, waste collection, environmental monitoring, and citizen services. The paper also discusses the benefits, implementation challenges, limitations, and future research opportunities associated with AI-enabled urban development. Existing research indicates that AI can support more efficient and responsive city services; however, data privacy, cybersecurity, infrastructure costs, interoperability, algorithmic bias, and digital inclusion remain important concerns. The proposed framework provides a conceptual foundation for developing sustainable, intelligent, and citizen-centered smart cities.
