Tolman proved in 1931 that a cyclic universe cannot cycle identically: irreversible processes raise the entropy each cycle, the cycles grow, and the past cycles shrink to nothing in finite time. The theorem is not an objection to one model; it is a toll every bounce cosmology must pay or explicitly refuse — the parent phase's entropy must be carried into the daughter, exported, or destroyed by a named mechanism, and ninety-five years of bounce programs have mostly declined to audit the ledger at the bounce surface. This paper exhibits the derivation path by which the present frame refuses the toll at a specific address. The frame owns two closures that the record, as of October 30, 2026, holds distinguished: containment — the completed gathering's "won't let it out," the character of the one-thing state — and exhaustion — the pop's aftermath, "nothing falls back," the seam's residue spent to "0." If the sever's aftermath is exhaustion, the parent entropy is spent at the seam, not carried through it; the daughter pool's entropy ledger opens on its own counted content under the switched measure (nothing registers while the gathering is still pieces); and Tolman's accumulation — a theorem about ledgers that carry over — finds nothing at the seam address to attach to. The path is complete except for one step, named in §5 and not supplied: the bridge — that the sever spends exactly what containment held. The identification of the two closures was refused on the record; this paper inherits the refusal and prices its own conclusion accordingly: SOLVABLE, not closed; the toll is refused conditionally, and the condition is the debt.
