This study analyzes the implementation of the Madrasah Cinta Al-Qur’an Program through the Qur’an Candidate Munaqis Certification conducted by the Madrasah Education Section (Pendma) of the Ministry of Religious Affairs of Surabaya City and its contribution to supporting students’ religious character. This study employed a descriptive qualitative approach involving Pendma officials and ustaz and ustazah from RA, MI, MTs, and MA who participated in the certification. Data were collected through observation, interviews, and documentation and validated through source and technique triangulation. Data were analyzed through data reduction, presentation, conclusion drawing, and verification. The results showed that certification was conducted through training and assessment in Tahsin and Tahfidz. Candidate munaqis were expected to master Tahsin and Tahfidz, listening, assessment, guidance, and munaqis duties. Certification did not directly shape students’ religious character but contributed indirectly by strengthening Qur’anic instructors’ competence to support structured learning and habituation. Such habituation can foster discipline, responsibility, istiqamah, and love for the Qur’an. Continued guidance after certification is needed to ensure that candidate munaqis competencies are optimally implemented in madrasahs.
