We propose a foundational framework that unifies quantum mechanics, the Standard Model, and general relativity under a single ontological premise. The theory is grounded in two axioms: (O1′) the universe is a single, static, time-neutral relational totality structured as an infinite recursive octonionic-quaternionic-complex fractal with Fano point-line self-duality; and (O2) physical observables arise from finite, non-injective coarse-graining readouts (horizons) embedded within this totality. Within this framework, the arrow of time emerges as an inevitable geometric consequence of information deficit (Δ J = ab > 0) under fine-to-coarse resolution transformations, modeled as a rapid succession of static slices. Quantum noncommutativity and the Born rule are uniquely determined by the complex matrix algebra of finite-horizon effects and the irreducible representations of continuous symmetry, bypassing the need for fundamental stochasticity. The Standard Model gauge group S(U(3)× U(2)) and one chiral generation of 16 Weyl fermions emerge naturally from the exceptional Jordan algebra and even exterior algebra. Three generations and CP violation arise from two-layer invariant tensors and cross-horizon dualities. Dark matter is identified with a stable exchange-odd sector of three-layer invariants. Furthermore, gravitational dynamics are derived from the projected Levi-Civita connection of the effective tangent bundle, yielding de Sitter vacuum solutions. The cosmological constant problem is resolved via a dual UV-IR projection mechanism that suppresses the vacuum energy by a factor of (l_P/L_*)^2, naturally yielding the observed 10⁻¹²² scale. This framework demonstrates that the fundamental structure of reality is not a dynamical process, but a static, hyper-deterministic algebraic geometry whose effective manifestation is experienced as the physical universe.
