The Anchor Accumulation Problem: Bounded Anchor Sets Recover Plasticity in Usage-Localized Elastic Weight Consolidation

Version 7 is the final Pattern Recognition submission package and is byte-identical to the files uploaded to the journal. Relative to v6, the cover letter now points explicitly to the paragraph "Scope of this manuscript in relation to the author's precursor work" in the Related work section, so the relationship and the differences between this manuscript and the two earlier Zenodo preprints by the same author are stated identically in both the cover letter and the manuscript itself, as Editorial Manager requires. The manuscript itself is unchanged: 35 pages; 35 references, each cited in the text and each resolving to a listed entry; an explicit scope paragraph in Related work distinguishing this manuscript from the precursor preprints; a declaration of generative AI use; and zero raster image objects, so every figure is pure vector. The five highlights are each within the 85 character limit (65, 72, 75, 79 and 66 characters) and are supplied in both plain-text and Word form, the cover letter is supplied as plain text with the LaTeX formulas rendered as readable symbols, and the declarations document contains the competing-interest, funding, CRediT, data-availability, preprint and generative-AI statements. The verification suite passes 8/8 with a 27-check regression over paper text, code and raw records, and the non-parametric audit reproduces every quoted statistic from the per-seed JSON records. Files: the 35-page manuscript (PDF + full LaTeX source), the submission package (highlights.txt, highlights.docx, cover_letter.txt, declarations.docx), the graphical abstract, the five figure files as separate vector PDFs, the experiment code, 35 raw per-seed JSON record files, and the audit/ directory containing the verification and figure scripts.
