Teacher human resource quality improvement management is an important aspect of efforts to improve the quality of education in schools. This study aims to analyze teacher human resource quality improvement management in improving the quality of education at SMA Negeri 1 Pamekasan. This study used a descriptive qualitative approach involving the principal, vice principal for curriculum affairs, teachers, and school documentation as data sources. Data were collected through interviews, observation, and documentation, then analyzed through the stages of data reduction, data presentation, and conclusion drawing. Data validity was confirmed through source triangulation and technique triangulation. The results show that teacher quality improvement was carried out through needs-based planning by utilizing SWOT analysis and the education report card, as well as the implementation of various development programs, such as In-House Training (IHT), MGMP, supervision, technology training, and the use of artificial intelligence (AI) in learning. Teacher quality improvement contributed to more active learning, increased student creativity and achievement, and improved school education report card results. However, its implementation still faced challenges in the form of technological adaptation and resistance to change among senior teachers. This study contributes to the development of educational human resource management studies, particularly in strengthening teacher quality as a strategic factor in improving school quality. The implications of this study emphasize the importance of teacher development planning that is needs-based, sustainable, and responsive to the transformation of learning technology.
