Annex 5 of the GUARDAID open standard. It describes how GUARDAID authorizes economic actions — payments, collections, refunds, subscriptions, preauthorizations, currency conversion — executed by existing systems, without becoming a means of payment itself. A payment is one authorized action under a signed mandate, not a new payment mechanism: the annex defines no payment field of its own and requests no registry block; it reuses pay-c from Annex 1 and the core's catalog machinery, and the economics of each rail live in an external, versioned economic correspondence. GUARDAID authorizes, verifies and leaves evidence; it does not hold funds, settle, reverse or compute. Conformance is declared per economic correspondence, not in the abstract.
