General Background The government holds the responsibility to manage administrative affairs and provide continuous provisions despite social dynamics that create voids in legislation. Specific Background To address these legislative gaps and ensure administrative continuity, officials utilize discretionary guidelines as operational parameters. Knowledge Gap Although these guidelines provide necessary administrative flexibility, there is a critical need to clearly delineate their legal boundaries and standing to prevent arbitrary actions. Aims This study examines the definition, legal status, urgency, and strict boundaries of applying administrative guidelines within state law. Results The findings reveal that administrative guidelines successfully function as operational parameters to maintain continuity when formal laws are insufficient. However, their application is strictly confined; they must originate from legitimate authority, align with higher statutory regulations, and adhere to the General Principles of Good Governance. Novelty This research distinctly isolates these guidelines as mere instruments of authority execution rather than independent sources of power, reinforcing their inability to create new legal norms without statutory backing. Implications The study emphasizes the necessity for robust judicial oversight and periodic evaluation by courts to ensure operational guidelines protect community rights, maintain legal certainty, and prevent governmental authority abuse. Highlights Discretionary guidelines ensure continuous governmental operations when formal legislation contains regulatory gaps. Administrative instructions cannot create new legal norms nor contradict higher statutory laws. Judicial oversight remains vital to prevent authority abuse while protecting community rights.
