The paper assesses the effectiveness of the current system of budgetary financing for the organization and conduct of official sports competitions in the Russian Federation. It examines both theoretical approaches and specific empirical materials, including municipal budgets, trends in federal budget financing for the administration of sport and physical culture, and recent administrative, organizational, and legal developments in this regulatory field. The study concludes that most municipalities, and even constituent entities of the Russian Federation, depend on subsidies. Consequently, the issue of more extensively engaging private-sector actors in professional sport and physical-culture institutions in supporting the conduct of official sports competitions has become particularly acute. Such engagement may be facilitated through a system of tax preferences and other incentives. The paper concludes by proposing an approach that, in the author's view, would advance the objective of the State Strategy for the Development of Physical Culture and Sport in Russia, namely: the establishment of a more effective, progressive financing system for the organization and conduct of sporting events, taking into account the infrastructure capacity of a constituent entity of the Russian Federation or of an individual municipality.
