This study investigated the emission inventory and reduction strategies of non-road construction machinery in Tangshan Port. A Portable Emission Measurement System (PEMS) was used to collect operating condition data and measure pollutant emissions from 16 pieces of machinery under real-world operating conditions. Based on the field measurements, emission factors for typical construction machinery in Tangshan Port were established. The emission reduction effects and cost-effectiveness of different scenarios of phase-out and Diesel Particulate Filter (DPF) emission control ratios for China III emission standard non-road construction machinery at Tangshan Port were analyzed. The results showed that the estimated annual operating hours of excavators, loaders, forklifts, and bulldozers in the port were 3.51, 4.87, 3.44, and 2.34 times the corresponding values recommended in the “Technical Guidelines for the Compilation of Emission Inventories of Non-road Mobile Pollution Sources (Trial)”, respectively, indicating relatively high utilization intensity. Emissions of PM, NOx, HC, and CO from port construction machinery were mainly attributable to excavators and loaders, with combined contribution rates of 66.65%, 68.58%, 60.89%, and 59.85%, respectively. For China III emission standard machinery, the combined phase-out and DPF retrofit strategies showed that, for every 10% increase in the phase-out ratio, the average annual investment in emission control increased by RMB 98 million (converted at the current exchange rate, it is approximately: USD 14.58 million and EUR 13.02 million), the average annual NOx reduction increased by 85.5 tons, whereas the average annual PM reduction increased by 2.5 tons.
