This white paper states, defines, and operationalises Sovereign Ultrastructure, originated by Jude Onemolease: the layer that must sit beneath visible markets and make distribution of power, regenerativity, and nodal agency structural. Policy and visible infrastructure cannot repair a misaligned deep order. They can only decorate it. Ultrastructure is the name of the layer in which Serving Order Structure (SOS) becomes protocol-native rather than aspirational. The paper supplies a canonical definition distinguishing ultrastructure, infrastructure, and superstructure; a standard modal representation; design properties (distributed, protocol-native, regenerative-first, sovereign-protecting); contrast with state, firm, and platform; the encoding of SOS into protocol; UMEI as first instance at high level only; capture risks and anti-capture design; industry cases; and diagnostics. Full module catalogues and governance-layer constitutions remain companion objects. The argument is universal and non-sectarian.
