The study substantiated a systemic and complementarity-based approach to forming an ecosystem for the development of entrepreneurial structures in the agro-industrial complex. The theoretical and conceptual investigation drew on economic research methods that supported the development of the conceptual framework and the selection of effective research tools. Analysis, synthesis, comparison, logical generalization, theoretical typification, and graphical and tabular methods employed. A conceptual framework for the systemic and complementarity-based approach developed by identifying its defining attributes and essential characteristics. The framework serves to compare the attributes of systemness and complementarity and determine their methodological significance for ecosystem formation. The approach applied to the ecosystem for the development of entrepreneurial structures in the agro-industrial complex. This ecosystem viewed as an open system comprising economic, social, institutional, resource-related, innovation-related and environmental components. The study clarified the functions of the approach and the roles of partnerships and feedback. The systemic and complementarity-based approach performs systematizing, explanatory, integrative and applied functions. These functions involve organizing ecosystem components, explaining the conditions for their interaction, integrating systemness and complementarity, and establishing a basis for assessment. Through these functions, the methodological principles of the approach reflected in a conceptual model. A conceptual model of the ecosystem for the development of entrepreneurial structures in the agro-industrial complex developed using the systemic and complementarity-based approach. The resulting model specifies the interdependencies among ecosystem participants, resources, processes and outcomes, as well as the role of partnerships in coordinating them. Its scientific and practical significance lies in integrating four blocks through direct links and feedback to distinguish between measurable preconditions for development and the properties of interaction.
