This policy white paper introduces EUDR Pass. This is an inclusive compliance model designed to support small coffee farmers under the European Union Deforestation Regulation. Instead of forcing poor farmers to pay for expensive digital tools, our framework suggests that multinational buyers pay for shared equipment and field training as low-cost supply chain insurance. Local cooperatives use free open-source tools like Open Foris Ground and QField to map farm plots offline and check forest risks. By spending less than one percent of the buying value, this system protects vulnerable small farmers from being left out of the market, protects buyers from heavy fines, and secures ethical coffee supply chains worldwide.
