The article aims to conduct a comprehensive assessment of indicators for public investment programs and projects and to outline ways to improve the efficiency of public investment management in Ukraine. The study is particularly relevant given the current state of Ukraine's economy specifically the context of the full-scale war which necessitates post-war recovery. Effective management of public investment programs and projects has become crucial, with digitalization serving as a key tool; it facilitates the accumulation, systematization, and analytical presentation of information regarding these programs and projects. The research employs a range of methods, including systems analysis, analysis and synthesis, comparative analysis, generalization, and graphical and tabular presentation. The article presents and systematizes examples of socially oriented investment programs and projects actively implemented by domestic businesses during 2024–2025. It analyzes the structure of the DREAM digital ecosystem for public investment management. Based on the "Public Investment Project Details" module of the DREAM ecosystem, the study analyzes key project and program implementation indicators as of September 29, 2026. Finally, the article outlines strategies for enhancing the efficiency of public investment management in Ukraine. Within the DREAM model, the key factors identified as enhancing management efficiency for socio-economic programs and projects are: «resources», «preparation quality», «financial backing», «implementation», «measurable results», and «social impact». The analytical approach to evaluating public investments in Ukraine has been refined. Thus, the scientific novelty of the study lies in the refinement of the analytical approach to evaluating public investments by integrating the quantitative and qualitative characteristics of projects. Unlike the existing evaluation method, the new approach is based on the full implementation of projects or programs and the achievement of the corresponding outcome namely, a social and/or economic effect.
