This theoretical preprint explores a conceptual framework in which physical reality is described by a unified, timeless quantum-informational structure containing possible quantum states and their correlations. Within this framework, space-time, temporal evolution, and observer-dependent physical perspectives are considered relational manifestations of the underlying structure rather than independent fundamental entities. The paper introduces a formal representation of observer-relative projections and examines their connections to quantum relational states, the Everett interpretation, emergent time, and causal information integration. It further investigates the hypothesis that consciousness may constitute an intrinsic aspect of certain highly integrated and causally organized physical structures. The proposed framework aims to contribute to discussions concerning the foundations of quantum mechanics, the nature of time, observer-relative reality, and the relationship between physical information and subjective experience. This work presents a preliminary theoretical and philosophical framework rather than an experimentally validated theory. Further mathematical development and empirical investigation are required.
