The Dynamic Functional Balance-Point Principle (DFBPP) is proposed as a general analytical framework for examining systems in which a primary task and one or more criteria, safeguards, monitoring activities, or control processes compete for limited resources. The central proposition is conditional rather than universal: when criterion implementation and core-task performance draw on shared resources, under-allocation may weaken criterion attainment, whereas over-allocation may interfere with the primary task. Under suitable empirical and mathematical conditions, the system may therefore possess a functional balance-point or a near-optimal balance region. The location and shape of that point or region are system-dependent and must be estimated, not presumed. The primary case is the Privacy-Task Dual-Deviation Case (PTDDC): a person undertakes an important private task while devoting attention to whether another person may enter the room. Insufficient monitoring may reduce timely awareness; excessive monitoring may consume attention and time required for the task. The case is used throughout the framework to distinguish a criterion from the control effort used to implement it, and to separate the probability of an intrusion from the probability of detecting or responding to it. Monitoring by itself is not assumed to prevent entry. The blueprint defines a system boundary, objective and constraint architecture, a Criterion-Function Resource Coupling (CFRC) mechanism, constrained optimization, asymmetric deviation losses, temporal opportunity effects, dynamic adaptation, measurement and uncertainty requirements, real-time estimation, falsifiable hypotheses, and a cross-domain validation strategy. The proposed manuscript contains 18 analytical layers and eight interconnected research branches. Its equations are conditional models whose assumptions must be tested. No empirical dataset or completed validation study is claimed in this manuscript; all illustrative values and diagrams are explicitly conceptual. DFBPP is therefore presented as a research framework requiring literature comparison, mathematical audit, operationalization, and independent empirical validation.
