Adult Protective Services (APS) investigates elder abuse and self-neglect (EASN) but generally lacks a dedicated post-investigation intervention phase to prevent revictimization. RISE is an evidence-based restorative intervention addressing this gap. While previous RISE models involved external community partnerships, this study examined the adaptation, feasibility, and acceptability of an “embedded” RISE model operating internally within a Montana APS specialized unit. Guided by the Consolidated Framework for Implementation Research (CFIR), six focus groups were conducted with Montana APS leadership and social service workers before and during implementation, utilizing qualitative reflexive thematic analysis. Embedding RISE within APS is feasible and can be philosophically compatible, successfully building new practice to focus on client-directed support. Implementation required navigating internal workflow handoff challenges and external rural resource scarcity. The embedded model equips staff with a concrete framework to address complex EASN, safely engage alleged harmers, and enhance guardianship practice.
