Digital governance and unequal professional discretion among frontline social workers: A brief note from China

Using survey data from 5956 Chinese social workers, this Brief Note suggests that digital governance is associated with uneven room for professional judgement rather than uniformly reduced discretion. It highlights the need for differentiated supervision, workload design and social care policy that protects judgement within digital reporting systems.
