The transition to Palestinian self-government in Gaza and the West Bank has been beset by charges of patronage, nepotism, and corruption. Ever since the international community first pledged some 2. 4 billion in international financial support for Palestinian self-government in October 1993, relations between donor countries and the Palestinian authority have been marred by the former's concern over Palestinian transparency and accountability in the use of aid funds. Within the territories, the Jericho municipal council resigned en masse in February 1995, citing corruption as one of its reasons for doing so. In March, the issue also surfaced at a stormy meeting of the Fatah Central Council, with Arafat accused of protecting corrupt aides and directly siphoning international aid. In a recent poll in Gaza, 57 percent of respondents expressed dissatisfaction with the functioning of the Palestinian Authority (PA), 69 percent complained of lack of democracy, and 90 percent expressed the view that positions in the PA are filled unfairly. 1
